FEMA flood maps tell you what zone your property sits in. But those maps are drawn from data that can be old, generalized, or based on a different measuring point than the one used today. In Hawaii, where the islands sit on volcanic rock with sharp elevation changes over short distances, that gap between the map and the actual ground can matter a lot. It can mean the difference between paying for flood insurance you don’t need, or skipping coverage you actually do.

Hawaii’s Vertical Datum Problem: Why “Elevation” Isn’t the Same Number Everywhere
Elevation sounds simple. It isn’t always.
Every elevation measurement needs a starting point, called a datum. On the mainland, most areas share one continental datum. Hawaii is different. Each island has its own local tidal benchmark system, built from years of tide readings at that specific coastline.
This means a property’s elevation in Hilo isn’t measured the same way as a property in Honolulu. If an old survey or an older FIRM panel used a different reference point than a modern GPS survey, the numbers won’t line up. A property could look higher or lower than it really is compared to the Base Flood Elevation, or BFE, which is the water level FEMA expects during a major flood event.
A licensed surveyor knows which datum applies to your island and your parcel. That single detail can change your entire flood zone picture.

How a Licensed Surveyor’s Elevation Certificate Can Move a Property In or Out of a High-Risk Zone
Insurance companies don’t set flood insurance rates off the FEMA map alone. They use a document called an Elevation Certificate.
This certificate records the actual field-measured height of your lowest floor and your lowest adjacent grade, which is the ground level right next to your foundation. A licensed surveyor takes these measurements on site, using survey-grade equipment, not a rough guess.
Here’s why this matters. A difference of just a few inches can push a structure above or below the BFE line. That small gap can shift a property from a high-risk flood zone into a lower-risk one, or the other way around. Lower risk usually means lower premiums. Higher risk means higher costs, sometimes by a large margin.

Why Two Neighboring Lots on the Same Hawaii Street Can Carry Different Flood Zones
This surprises a lot of homeowners. Two houses next door to each other can sit in completely different flood zones.
FEMA maps cover large areas at once. They can’t capture every small rise and dip in the land. Hawaii’s terrain makes this even trickier. Lava rock shelves, natural drainage channels, and old fill from past construction can create sharp elevation changes within just a few feet.
One lot might sit on a slightly raised lava shelf. The one next to it might sit in a natural drainage path. The FEMA map may show both properties the same way, even though the real ground tells a different story.
A site-specific survey catches these differences. A map generalization can’t.
Don’t assume your flood zone matches your neighbor’s. Get your own property surveyed to confirm your actual elevation and drainage conditions.
LOMA and LOMR-F: How Survey Data Can Formally Change FEMA’s Determination
If your surveyed data shows your property sits above the flood risk FEMA has on record, you don’t have to just live with the wrong classification.
Property owners can request a Letter of Map Amendment, known as a LOMA, or a Letter of Map Revision Based on Fill, known as a LOMR-F, if fill was added to raise the land. Both are official requests asking FEMA to update its records for your specific lot or structure.
The core document behind either request is the Elevation Certificate. Without accurate, licensed survey data, FEMA has nothing solid to review. With it, property owners have successfully had structures removed from mapped high-risk zones, which can lower or even eliminate mandatory flood insurance requirements.

When Old Contour Data Doesn’t Match the Ground: The Case for Re-Surveying
Land changes. Maps don’t always keep up.
Erosion, grading, added fill, and natural shifts in the landscape can all alter a property’s true elevation over time. This is especially true in parts of Hawaii, where volcanic activity and coastal erosion can reshape land faster than in many other regions. Decades-old contour data used in original FIRM maps may no longer reflect what’s actually there today.
Modern survey tools give a much clearer picture. RTK GPS equipment measures elevation with tight precision. Drone-based elevation mapping can capture wide areas of land quickly and accurately, showing subtle changes that older paper surveys missed entirely.
If your property hasn’t been resurveyed in many years, the flood zone on file may be based on ground conditions that don’t exist anymore.
If your last survey is more than a decade old, or your property has had grading or fill work done, consider a fresh survey to confirm current elevation data.
